Notice for Inviting Tender for providing  round-the-clock security services for un-manned Seismological Observatory at BBMB Guest House Building, Upper Bharari, Shimla.

 

 

                   

1)  Sealed tenders, duly superscribed “Tenders for Providing Security Services at un-manned Seismological Observatory at BBMB Guest House Builsding, Upper Bharari, Shimla, Himachal Pradesh” are invited under Two-Bid system (Technical & Financial bids separately) from reputed agencies to provide trained security personnel in uniform at Seismological Observatory, India Meteorological Department, Bhakra Beas Management Board (BBMB) Guest House Building Upper Bharari, Shimla for a period of two year seven months starting from 1st June’2012 to 31st December’2014 on contract basis, as per details given below:-

 

Work description: Providing round-the-clock security services by deploying three security guards (in uniform) per day each covering 8 hours of duty in a day to the un-manned seismological observatory located at BBMB Guest House Building, Upper Bharari, Shimla.

 

 

2) Last date for submission/receipt of tender(s) is 30-04-2012  at 1500 Hrs. and the tenders will be opened by the Tender Committee in the presence of Vendors or their authorized representatives, who wish to be present on the same day at 1600 Hrs. in the Office of  Director General of Meteorology (Seismology), India Meteorological Department, Lodi Road, New Delhi-110 003.  In case the day of    the tender opening happens to be a holiday, the tenders will be opened on the next working day at the same time, but the tender box will be sealed on day and time indicated above. The tenders received after the above said scheduled date and time will not be considered.

 

 

3) No tenders received through FAX will be entertained. The tenders must be submitted by post or in person at the following address on or before the due date.

TERMS & CONDITIONS FOR PROVIDING SECURITY SERVICES AT UN-MANNED SEISMOLOGICAL OBSERVATORY IN THE PREMISES OF BHAKRA BEAS MANAGEMENT BOARD(BBMB) BUILDING, UPPER BHARARI, SHIMLA, HIMACHAL PRADESH.

 

I.  GENERAL:- 

 

a)      The present tender is being invited for Security Services under which the tenderer shall provide uniformed and trained personnel and will use its best endeavours to provide security of building, surveillance of the premises, equipments, materials installed at Seismological Observatory, Bhakra Beas Management Board (BBMB) Building, Upper Bharari, Shimla.

 

b)      The tenderer shall abide by and comply with all the relevant laws and statutory requirements covered under various laws such as Labour Act, Minimum Wages Act, Contract Labour (Regulation and abolition) Act, EPF, ESI and various other Acts as applicable from time to time with regard to the security personnel engaged by the tenderer under this contract.

 

c)      The tenderer shall abide by and comply with all the relevant laws and statutory requirements covered under Labour Act, Minimum Wages and Contract Labour (Regulation & Abolition Act 1970), EPF etc. with regard to the Security personnel engaged by him for works.

 

d)     The antecedents of security staff deployed shall be got verified by the tenderer from local police authority and an undertaking in this regard to be submitted to this office/department.

 

e)      The security guards deployed should be physically fit and able to safeguard the vital and  sophisticated equipments installed there as per our requirement on terms and conditions and rates approved by IMD.

 

f)       The list of staff going to be deployed shall be made available to this Office and Met Office, Shimla.

 

g)      The responsibility of the firm is to avert any thefts of Govt. properties and belongings on a round the clock basis.

 

h)      All the facilities required by the security guards, who will be guarding round-the-clock, will be provided by the security firm. Further, the firm will abide the job safety measures prevalent in India while performing the duty and will free the IMD from all demands or responsibilities arising from accidents or loss of life. The security firm will pay all indemnities arising from such incidents and will not hold IMD responsible or obliged. All liabilities, legal or monetory shall be borne by the firm.

 

i)        The firm will take the inventory of all store items etc. available at the observatory building.

 

j)        Precaution should be taken by the security staff who are performing the duty, and should not disturb the seismic and communication equipments installed in the observatory. The security staff should keep the observatory premises to be neat and clean. No extra payment will be made in this regard.

 

k)      In case of any dispute, the matter shall be referred to the D.G.M. of I.M.D., whose decision shall be final and binding on the firm.

 

l)        In the event of any loss occasioned to the Department, as a result of any lapse on the part of the contractor which will be established after an enquiry conducted by the India Meteorological Department, the said loss can claim from the tenderer up to the value of the loss. The decision of the Head of the India Meteorological Department will be final and binding on the agency.

 

m)    The firm shall not engage any sub contractor or transfer the contract to any other person in any manner.

 

n)      The Department shall have the right, within reason, to have any security person removed that is considered to be undesirable.

 

o)      The Department shall not be responsible for providing residential accommodation to any of the employee of the tenderer.

 

p)      The tenderer will have to deposit the proof of depositing employee’s contribution towards PF/ESI etc. of each employee in every 3 months.

 

q)      The tenderer should have round the clock control room service in Shimla along with quick response teams to deal with emergent situations.

 

II) BID PRICES:-

 

a)      Bidder shall quote the rates in Indian Rupees for the entire contract on a ‘single responsibility’ basis. The cost should includes all the liabilities of the tenderer such as cost of uniform and identity cards of personnel deployed by the contractor and all other statutory liabilities like Minimum Wages, ESI, PF contributions, service charges, all kinds of taxes etc.

 

b)      The rates and prices quoted by the Bidder shall be inclusive of Service Tax.

 

c)      The rate quoted shall be responsive and the same should be inclusive of all Statutory obligations such as Minimum Wages, ESI, PF contributions, wages for leave reserve, service charges, all kinds of taxes etc. The offers of those prospective bidders which do not meet the statutory requirements are liable to be rejected.

 

d)     Conditional bids/offers will be summarily rejected.

 

III. FORM OF BID:-

 

The Form of Bid shall be completed in all respects and duly signed and stamped by an

authorized and empowered representatives of the Bidder.

 

IV. Duration of Contract:-

 

a)      The contract may be valid initially for two years seven months only  starting from 01-06-2012 to 31-12-2014. 

 

b)     IMD shall reserve the right to terminate the contract at any time, during the period of contract, without assigning reasons thereof and without thereby incurring any liability to  the firm.     

 

V. BID SECURITY:-

 

a)      The tenderer shall deposit Bid Security (Earnest Money Deposit) for an amount of Rs. 2,000=00 (Rupees Two thousand only) in the form of an Account Payee DD from a Nationalized  bank in favour of Administrative Officer (D.D.O.), Office of the Director General of Meteorology, New Delhi  along with the Tender document.  The Bid Security will remain valid for a period of forty-five days beyond the last submission of date. Bid securities of the unsuccessful bidders will be returned to them at the earliest after expiry of the final bid validity and latest on or before the 30th  day after the award of the contract.

 

b)      Any Tender not accompanied by Bid Security shall be rejected.

 

c)      Bid Security shall be forfeited if the successful bidder refuses or neglects to execute the Contract or fails to furnish the required Performance Security within the time frame specified by the Department.

 

 

VI. Submission of Bids:-

 

The bidder shall submit the Technical Bid in a separate sealed cover and the Financial Bid in another sealed cover duly superscribed and all these two sealed covers are to be put in a bigger cover which should also be sealed and duly superscribed.

 

The sealed cover of Pre-qualification Bid and Technical Bid should consist of the following documents:-

 

(a) Bid Security (Earnest Money Deposit) for an amount of Rs.2,000=00

 

(b) One self-attested recent passport size photograph of  the Authorized person of the firm/agency, with

      name, designation, address and Office/Residential telephone numbers.

 

(c) Self attested copy of PAN No. card under Income Tax Act;

 

(d) Self attested copy of Service Tax Registration Number;

 

(e) Self attested copy of Valid Registration No. of the Agency/Firm;

 

(f) Self attested copy of valid ESI Registration Number;

 

(g) Self attested copy of valid Licence and Number under Contract Labour Act and under any other

      Acts/Rules;

 

(h) One copy of the Tender document should be submitted with the bid. Each page should be signed and  

     stamped to acknowledge the acceptance of the same.

 

(i) The sealed cover of Price Bid should contain Price bid on the company letter head, signed and  

     stamped  in original. The total amount should also be mentioned  in figures and words.

 

VII. Bid Opening and Evaluation:-

 

a)      This office will open the Prequalification/ Technical Bids in the presence of the Bidders or of their representatives.

 

b)      The bid of any bidder who has not complied with one or more of the conditions prescribed in the terms and conditions will be summarily rejected.

 

c)      Conditional bids will also be summarily rejected.

 

d)     Financial bids of only the technically qualified bidders will be opened for evaluation in the presence of technically qualified bidders.

 

VIII.  Payment terms:

 

a)      No escalation in rates/prices will be allowed during the execution period of the contract i.e. from 01-06-2012 to 31-12-2014. However, the minimum wages is revised by the Government of India or State Govt. of Himachal Pradesh, the incremental wages, if applicable, will be paid subject to the approval of competent authority of this Office / Department.

 

b)      No advance payment will be made in any case. Payment shall be made on Quarterly period on successful completion quarterly period. TDS and other applicable taxes, if any, will be deducted at the prevailing rate at the time of payment. All payment will be made through Electronic Clearing System(ECS) only preferably in State Bank of India(SBI) to the firm.

 

c)      The firm should be provided copy of Employee’s Provident Fund(EPF) challan of each month in respect of security guards along with the every Quarterly bill.

 

d)     The firm should be provided a Bank Guarantee certificate containing 10%  of total amount of security charges for the contract period i.e. 2 years 7 months starting from 01.06.2012 to 31.12.2014, as the same is required at the time of release of Quarterly payment.

 

e)      To realize the payments, the firm should be submitted the details of Bank Account i.e. Account’s Holder name, Bank name and Branch(With complete address), IFSC Code No., Full Bank Account No., MICR Code of the Bank and Permanent Account Number(PAN).
