International Collaboration
The Department has strong international linkages with and through the World Meteorological Organization (WMO). IMD is a founder member of the International Meteorology Organization (IMO) later, re-constituted as the World Meteorological Organization (WMO), a specialized agency of the United Nations. Two former Director General (s) of IMD have served as Vice-Presidents of WMO. Director General of Meteorology, India Meteorological Department is Permanent Representative of India with WMO and member of Executive Council of WMO, almost continuously since it’s inception. The WMO Executive Council is responsible for implementation and coordination of the programmmes of WMO and its constituent bodies. Scientists of IMD work for different bodies of WMO in various capacities. IMD provides financial support for some selected research projects in the field of Meteorology and Atmospheric Sciences.
IMD has joint collaboration programmes with many countries, a few countries namely USA, Russian Federation, UK, Nepal, Bhutan, Sri Lanka, Maldives, Indonesia, Oman have active cooperation programme in the recent past.
A new Digital Meteorological Data Dissemination (DMDD) Receiving System was installed in Kathmandu, Nepal (in February, 2009), Male, Maldives (in July 2009), Colombo, Sri Lanka (in October, 2009) on gratis from Govt. of India and training provided to their respective officers and staff.
Under Indo-Russian Collaboration programme, the 6th Meeting of the Indo-Russian Sub-Working Group on Meteorology within the framework of MOU took place in New Delhi during 7 to 10 December, 2009. Dr. Vladimir Trukhin, Director, Department of Hydrometeorology and Human Resources, led the Russian delegation and AVM (Dr.) Ajit Tyagi, DG, IMD led the delegation from Indian side. Several areas viz. Tropical meteorological studies; Study of atmospheric Ozone, aerosols and UV-radiation; Weather modification studies; Ocean data assimilation; Predication of high impact weather events; Air pollution prediction and Green house gases (GHGs) monitoring and Marine Meteorology were identified for further development and implementation of cooperation.
The Department is actively associated with South Asian Association for Regional Cooperation (SAARC) Programme and is a member of its Technical Committee on Science & Technology and Meteorology. DG, IMD is currently Member of Governing Board of SAARC Meteorological Research Centre (SMRC), Dhaka, Bangladesh. SAARC Disaster Management Centre (SDMC) has been established at National Institute of Disaster Management (NIDM), New Delhi, under Ministry of Home Affairs. IMD has close cooperation with the Centre. Under SAARC STORM (Severe Thunderstorm Observation and Regional Modeling) Project, IMD organized its first meeting of the International Programme Committee (IPC) in New Delhi during 13-14 April, 2009.Three pilot experiments were conducted during April-May, 2006, 2007 and 2009. India has offered installation of 50 Automatic Weather Stations (AWS); 3 to 5 GPS (Global Position System) receivers for upper-air observation and one Doppler Weather Radar (DWR) (with breakup as follows: 25 AWS, 1 GPS receiver for Bangladesh; 10 AWS, 1 GPS receiver for Bhutan; and 15 AWS, 1 GPS receiver and 1 DWR for Nepal).
IMD continued to provide data services to the international community through the Regional Telecommunication Hub of WMO located at New Delhi. The Regional Specialized Meteorological Centre for Tropical Storms continued to provide advisories and warnings for all the tropical storms formed in the north Indian Ocean. The WMO recognized Regional Meteorological Training Centres (RMTC), Pune provided training to candidates from South East Asia, Africa and Middle East countries.
IMD has participated in international scientific ventures such as IIOE, ISMEX, MONEX and more recently INDOEX. IMD has been participating in all the Antarctica expeditions and carries out regular meteorological observations at India’s station at Maitri.
Forty three IMD officers were sent on deputation to attend various WMO meetings, Conferences, and other workshops/ Seminars etc during the year 2009.
